Planning Board Meeting Minutes
March 11, 2008
1196 Main Street Town Hall

Members Present:        C. Stanovich, D. Lindberg, C. Prager, O. Lies, W. Ritter, Al Bonofiglio

Members Absent: R. Ricker

Others Present: Pamela Harding, Senior Planner, Debra Sciascia, Recording Secretary

7:30 PM the Planning Board meeting was called to order.

CONTINUED PUBLIC HEARING, Definitive Subdivision, Greenwood Estates, C.B. Blaire Builders:  Four (4) eligible voting members are present.  The applicant needs all four to vote, and wished to go forward.

The Board has a draft of the decision incorporating conditions discussed at the last public hearing.  C. Prager asked if there were any comments from the Police Chief or Traffic & Circulation.  P. Harding hasn’t received any comments yet.  C. Prager also commented on exposed soil which will erode.  P. Harding said Con Com is very strict regarding open soils and project phasing.

W. Ritter motioned to close the Public Hearing.  C. Prager seconded.  All in favor.

W. Ritter motioned to approved Greenwood Estates Subdivision incorporating conditions #1 – 40 as presented in the draft.  Vote 4-0, approved.

VILLAGE AT WESTMINSTER PLACE:  The applicant did not plow the sidewalk on Newell Road after any of the storm events.  W. Ritter recommended sending a letter to the applicant asking for a response and action going forward.  All in favor.

PINE TREE LANE, Preliminary Development Proposal:  This is a preliminary plan proposed by Pine Tree LLC for a 26.7 acre vacant parcel of land which connects Salisbury and Bailey Road.  The applicant previously investigated a possible Smart Growth Chapter 40R proposal.  A 40R development requires Town support and the guarantee of utility connections, sewer capacity issues prevented this from moving forward.  The applicant has submitted a 44 lot conceptual subdivision plan.  The property is located in both the R-M and R-10 zoning district.  There will be 115 – 3 bedroom units, some of which may be rental properties.

Bill Murray, Places Site Consultants, addressed the Board with a conceptual plan.  The applicant is asking for one waiver to reduce the width of Pine Tree Lane with sidewalks.  C. Prager was told that the width would be 18’.  P. Harding stated that the Fire Dept. will have issues with an 18’ width.  The cul-de-sac does not exceed 500’.  O. Lies commented on the connection from Bailey Road to Salisbury Street and requested the applicant meet with public safety officials to determine if a need was present for a connection between Bailey and Salisbury St.

POST OFFICE, Zoning Board of Appeal Recommendations:  The applicant is asking for a special permit for the expansion (60 SF) of a non-conforming structure for the addition of a vestibule to the post office on Main St.  The applicant is also requesting relief from sign requirements.  C. Prager does not like the internally lit sign.

W. Ritter motioned for no action.  O. Lies supported improved conditions to the parking lot.  A. Bonofiglio seconded.  Vote 6-0, all in favor.

HISTORIC DISTRICT, Mass Historical Registry, WALGREENS:  W. Ritter recused himself from the meeting.  P. Harding introduced a letter from Susan Ceccacci asking the Board for comments for the Historical Commission.  The individual members of the Board have been invited to a meeting with MHC .  The Richmond Group has to schedule a meeting.  The Board requested to be kept up to date, even though it is out of the Boards jurisdiction and did not feel it was appropriate to comment.

GREEN BUILDINGS PRESENTATION:  A Smart Growth/Smart Energy Tool Kit Overview was distributed to the Board, with a summary by P. Harding, for Board discussion.  This will be part of the Boards goals for 2008.

OTHER BUSINESS:
Holden Hill Lighting:  O. Lies would like this to be on the agenda for the March 25th meeting.

W. Ritter motioned to adjourn.  C. Prager seconded.  All in favor.
